Texas Sheriff Roy Boyd discusses Mexico’s history of assisting cartels in their subversion of American law. He notes that the US gave Mexico millions of dollars to combat the Sinaloa cartel, and instead used the money to work with the Sinaloa cartel to eliminate their rivals and consolidate power in Mexico. He warns that any action the US takes with Mexico should be punitive in nature, because any assistance we give them is likely to be given to the cartels, instead of being used to combat them.
